Job Title: Project, Program, and Proposal Manager

Job Location and Travel: This position is flexible and may be 100% remote or on-site at various locations, including Albany, NY, Reston, VA, and Dallas-Fort Worth, TX. Minimal travel should be expected with no more than one 3-day trip every few months.

Primary Responsibilities and Tasks

  • Manage technical projects being planned or executed in the U.S. and internationally, involving multiple team members who may be located at multiple remote locations, to successful closure
    • Organize teams, set objectives, establish budgets and schedules, develop solutions, and coordinate responsibilities
    • Monitor progress (cost and schedule), interface with client representatives, generate reports, and deliver presentations
    • Responsible and accountable, along with co-workers, for project success
  • Review and analyze the details of Requests for Proposals (RFPs) and other solicitations and manage the solicitation response process, including proposal generation
    • Review proposal announcements and evaluate alignment with business strategy and roadmap
    • Create storyboards, schedules, budgets, and proposed assignments
    • Facilitate and contribute to the creation of solutions that address the statement of work and evaluation criteria
    • Enable TruWeather team to submit winning proposals
  • Support client outreach, training, and workshop coordination to ensure clients derive full value of TruWeather capabilities and become loyal TruWeather advocates

Education Requirements

Bachelor’s degree in management, atmospheric science, business administration, or related fields

Minimum Experience and Skill Requirements

  • 4 or more years of experience in project/program management and technical proposal writing
    • Organizing, solutioning, scheduling, budgeting, tasking, monitoring, reporting, presenting
    • PMP viewed favorably, but not a requirement, as experience and aptitude are key measures in the hiring decision
    • Reviewing RFPs and drafting and managing responses to RFPs
  • An innovative and continuous improvement mindset
    • Commitment to organizational and personal professional growth and excellence
    • Comfortable with emerging technology, such as Artificial or Machine Learning tools,
      to enhance company program management and proposal workflows
  • Ability to work collegially with diverse team members in an environment with tight deadlines
  • Ability to take initiative and work independently based on guidance from company leadership
  • Strong interpersonal and communication skills, both written and oral
  • Exceptional organization, attention to detail, and time management skills
  • High proficiency with Microsoft Office Suite and Adobe Acrobat
  • Knowledge of Small Business Innovation Research (SBIR), Broad Agency Announcements, and other governmental programs
