As the Proposal Manager, you will be responsible for tracking, identifying, leading, and managing a diverse set of commercial and government proposals. You will need to act with an entrepreneurial spirit and approach proposals with an innovative mindset. This role requires strong leadership skills with experience working across a variety of teams and stakeholders. With responsibility for overall proposal success, you will collaborate closely with colleagues across departments.

Required Qualifications: 
  • 5+ years of experience in similar activities, or directly related work experience. 
  • Bachelor’s degree in related field, such as atmospheric science, aeronautics, business administration 
  • Experience preparing and leading proposals for Small Business Innovation Research (SBIR), Broad Agency Announcements (BAA), or other government programs
  • Ability to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details and requirements of a Request for Proposal (RFP) 
  • Demonstrated ability to write a compelling story and successful proposals 
  • Exceptional interpersonal, written, and verbal communications skills 
  • Experience working and collaborating with team members distributed worldwide  
  • Experience working under time sensitive deadlines
  • Ability to adapt to various people and working styles under tight deadlines 
  • Ability to track and manage multiple concurrent projects 
  • Ability to apply weather and/or aerospace knowledge to assist in the development of new proposals, with focus on uncrewed systems and advanced air mobility 
  • High proficiency with the Microsoft Office Suite and Adobe Acrobat 
  • Exceptional organization and time management skills 
  • High level of attention to detail, including the ability to assess, consolidate, format, analyze, and synthesize content into a compelling story  
  • Flexibility to travel, at least 10% of the time
Job Responsibilities
  • Review Request for Information (RFI), Request for Proposal (RFP), and Request for Quote (RFQ) announcements carefully and thoroughly to develop a response plan and provide guidance and leadership for the proposal effort 
  • Track and evaluate solicitations for alignment with business strategy and product/capability roadmap 
  • Create proposal management plan, proposal kick-off meeting materials, storyboard and writing plans, compliance matrix, proposal outline, and response schedule to guide the team in developing the response 
  • Facilitate and contribute to the creation of the capture/strategy/solution sessions for the response to develop win themes, differentiators, and a compelling solution that addresses the SOW and evaluation criteria 
  • Lead the proposal status meetings and debrief meetings 
  • Write proposal sections or whole proposals depending on the nature of the tasks required 
  • Identify support and resources needs from the functional organizations, as well as contractors and subcontractors 
  • Prepare reports, briefings, and presentations to supervisors and stakeholders 
  • Review proposals for compliance with company policies and industry standards 
  • Schedules and manage all reviews to ensure that all responses are compelling, compliant, and well written 
  • Lead regular proposal progress status meetings and maintain the proposal schedule 
  • Manage all aspects of proposal management, including the creation of timelines, budgets, tasks, and schedules for proposals 
  • Capture lessons learned and implement improvements through win/loss analysis 
  • Develop and maintain relationships with clients to understand client needs for product requirements and dissemination 
  • Support client outreach, training, and workshop coordination 
  • Prepare project reports including quarterly reports and final reports related to commercial and government contracts 
  • Engage with clients at tradeshows and conferences
